1.      CALL TO ORDER/ATTENDANCE

2.      APPROVAL OF MARCH 2026 MINUTES- MOTION PLEASE:  Laurie moves, Lisa Strandberg seconds.  Motion carries.

4.      COORDINATED ENTRY PRESENTATION - LIZ CROLEY:  attached

a.      PIT DATA AND JULY SIGN UP:  Attached.  Taking sign ups for the July PiT.

5.      APRIL AGENCY SPOTLIGHT: SAFE PARKING (WOMEN WISE GATHERING PLACE): Kandis Smith and  Kendra Mehojah.  Established June 2020 due to an increase in homelessness.  Onedia tribe allows use of the space at no cost.  45 spots and 20 electrical outlets and 8 portable charging boxes.  Open 365 days of the year from 6 p.m. to 8 a.m.  Provide advocacy, referrals, accompaniment.  Other agencies and services are brought in.  Basic necessities and meals are provided when available.  Funded by grants (ESG and VOCA), donations, fundraising.

6.      COMMITTEE UPDATES

a.      AFFORDABLE HOUSING- SUSAN GARCIA FRANZ: Planning a presentation on April 23rd at FVTC, 5:00 p.m.  Encourage Grand Chute folks to attend.  To join our committee, please contact Susan.  Meet the first Tuesday of the month at 11:00 virtually.  If you would like to be a Housing Champion, sign up on our website. 

b.      COORDINATION AND ENGAGEMENT- LIZ CROLEY: Group formed to figure out a way to work with the community to get people connected to resources and coordinated entryLet Liz know if you would like to be an access point.

c.      DEI COMMITTEE- TRACIE LA RUE MOEN: Have submitted a proposal for a training.  Discussing whether or not this committee is still needed or if focus or name should be changed.  Anyone who would like to be involved in this discussion, join us the first Wednesday in May at 1:00, virtually.  Let Tracie know.

d.      INCREASE IN EMPLOYMENT INCOME- JENNIE MOORE:  Having a discussion about employer outreach through a possible job fair, etc.   If you know of employers willing to work with our clients, please contact Jennie. 

e.      CUIC UPDATE—:  Continuing to look at new ways to move forward.  Providence Place is close to being opened at the former Mission Church.  In June they begin renovations, hope to be up and running by November/December.  Have met with neighbors and resolved issues.  They need approval by the Appleton Council tonight.  Will be overnight shelter during cold weather or extreme weather conditions.  They will be collaborating with Pillars. 

f.        HOUSING ALLIANCE UPDATE—SUSAN GARCIA FRANZ and OLIVIA GALYON:  Some plans coming in the fall for introductions to groups that have been involved.  Broad community support for a community land trust.

7.      BYLAWS REVIEW AND DISCUSSION: (if your agency isn’t called, the agency isn’t in good standing)

a.      VOTING WILL OCCUR AT MAY MEETING

b.      NEED FOR CHANGE OF BYLAWS: suggestions:  pg. 4 section 3.  Take out (“Sign up Genius,”  Take out “PiT trainings are done virtually.”  Take out “current locations” and say “at a designated location.”

                                                              i.      The balance of state staff has reviewed each coalition's governing documents/bylaws. Sections such as the hic, pit, action plan, after hours plan, etc., are coalition requirements. While an organization has specific responsibilities for participation, the work is to be done as a coalition. A governing document outlines how your coalition operates, makes decisions, and stays accountable to its mission and members. If you have any further questions, please feel free to reach out to Carrie or the board chair for further information

8.      UPCOMING EVENTS: 

“Sisters Rising,” April 22, 5:30-7:30, Appleton Public Library.  Join the Appleton Public Library and Reach Counseling for a special screening of Sisters Rising (2020), a story of six Native American women fighting to restore personal and tribal sovereignty in the face of ongoing sexual violence against Indigenous women in the United States.

Following the film, audience members will hear from a panel of representatives from Reach Counseling and the Oneida Nation.

Film Synopsis: Native American women are 2.5 times more likely to experience sexual assault than all other American women. 1 in 3 Native women report having been raped during her lifetime, and 86% of the offenses are committed by non-Native men. These perpetrators exploit gaps in tribal jurisdictional authority and target Native women as ‘safe victims.’

“No Address,” The ESTHER/First Congregational UCC Mental Health Task Force hosts a screening of this film.  Appleton Public Library Sunday, May 17, 1-3:30 p.m. as part of Mental Health Awareness Month.
