A.     Call to Order

C.      Approval of September 17, 2025 Minutes:  Lisa Strandberg moves approval (change spelling of Kristine Giornalista’s name), Mindy seconds approval.  Motion carries.     

 

D.     Treasurer’s Report--Deb Langacker:  Expense for Sept. meeting.  Balance $11,212.77.

 

E.      Coordinated Entry Update--Liz Croley:  Attached.

 

F.      Update on Nominations--Mindy Howell:  Melanie Haen is willing to take on the treasurer role.  Will send out her bio.  Still need a nominee for president.  If anyone is interested in either role, please let Mindy know.

 

G.      Committee Updates

a.       DEI Committee Report--Tracie La Rue Moen:   Waiting for the exec team to put a process in place so the committee can engage a speaker

b.      Affordable Housing Report--Susan Garcia Franz:  Have an upcoming presentation with Outagamie Co. Human Services.  If you are part of an organization that would like the presentation, let Susan know.

c.       Increase in Employment Income--Jennie Moore:  No report this month

d.      Coordination and Engagement – Inclusive Structure & Participation--Liz Croley:  Working with one of the levers from the faith based summit.  Diverse and Resilient, Lakeland Care, St. Mary’s and St. Joseph’s grab and go are trained to be access points for co-ordinated entry.  Hoping to create more access points.  If anyone would like to help Liz educate the community on this, let her know.

 

H.     Update on Report to the Community—Committee:  Covered by 3 tv stations.  Thanks to everyone on the committee, speakers and the people on the panel.  About 70-80 people attended.  Jonathan is working on a video and that will be posted on the FCHC website.  Presentation will be sent out to the Coalition. I.        Other Business:

People of Progression:  Eldredge Alexander is starting a landlord coalition and would like 10 minutes at our next meeting to talk about her efforts. 

BOS:  Next BoS meeting we will be voting on what our dues will be.  Also will be voting on recognizing the HoChunk Nation.  Make sure that if your agency qualifies for match, let Rachel know.

Heads Up has an open house on Nov. 5th  email beth@headsupfc.org with questions!
   Veterans Memorial Park has an event on Nov. 15th

ESTHER has an event on Nov. 2nd.  Esther-foxvalley.org

Fox Valley Apartment Association is sharing a board with the Apartment Association of NorthEast Wisconsin.  They are learning about subsidized housing.

PIT (Point in Time) #s:  41 people found the night of the count. 128 found during the week after.  Not everyone provides information needed for the count so they are logged on an observation form.  Liz is starting a PIT team:  If anyone is interested in helping with the January count, let Liz know.  The July count is during EAA so some people may not be homeless, just may not have a place to stay because of EAA.

   The HELP Program through Winnebago County is proposed to be in the 2026 county budget (since their initial funding through the Neighborhood Investment Fund grant has ended).  Public comment period early in the budget session  Monday, October 27 at 6pm at the Winnebago County Courthouse (4th floor)
